By the end of August 2017, will the new federal government email system be completed?

(Substantial completion is what counts; there can be a few departments not using the system, or a few features not yet released.)
Since my last post, there have been further delays in the roll-out of the new federal government email system (see article here). However, progress seems to have been made, and it seems more likely than not that the roll-out will be complete by the end of next August.

Ottawa-Vanier
Which party will win in the riding of Ottawa-Vanier?
Liberal: 90%
NDP: 8%
Conservative: 2%
Ottawa-Vanier is a very solid Liberal riding (it has gone Liberal since its creation in 1933). Even in the last election (where the Liberals in general did rather poorly), the Liberal candidate got 38% of the vote, while the NDP got 29% and the Conservatives 27%. It would take a huge Liberal collapse for them to lose this riding.

Federal Email

The federal government is currently in the process of merging the email systems of most of its departments into a single unified system (see article here). The original scheduled completion date was March 2015, but that has been pushed back to September 2016. I think that further delays are very likely; this sort of complicated project often takes much longer than originally planned, and the delays that have already happened are not a good sign.
